Who files
Plants, warehouses, distributors, utilities and shops that had a hazardous chemical on site at or above an EPCRA threshold at any one time during the year.
It fits best if the person who filed last year has moved on, or you'd rather not spend February in a state portal.

Process
Why it matters
Tier II is due every year by March 1 to your State Emergency Response Commission, your Local Emergency Planning Committee and your local fire department.
The maximum civil penalty under EPCRA section 325 is $71,545 per violation, and each day a violation continues can count as a separate violation. EPA settles late and incomplete Tier II cases every year.
